Support and benefits for Ukrainians in Spain in 2026: what is available

There are a lot of rumours around support for Ukrainians in Spain: some people wait for payments that do not exist, while others miss out on what they are entitled to because they have never heard of the programme. This article covers only the verifiable system as it stands in 2026: the state reception programme, the IMV benefit, SEPE payments, regional support and NGOs, with the conditions and the official sources.

Key takeaways
  • In Spain protección temporal has been extended automatically to 4 March 2027 (Orden INT/96/2026), and at EU level to 4 March 2028, although the Spanish order for 2028 has not been published yet. The status remains the basis for access to work, healthcare and social programmes.
  • The state reception programme (acogida) run by the Ministry of Inclusion covers the basic needs of the first months: accommodation, meals, orientation and language.
  • IMV (ingreso minimo vital) tops your income up to a guaranteed minimum: the 2026 benchmark is around 733 euro a month for a single adult, with the conditions at seg-social.es.
  • Anyone who has worked in Spain may qualify for SEPE benefits, based on the contributions they have built up.
  • There are no automatic payments "for holding the status": all support is means-tested, and correctly filed paperwork matters more than anything else.

The basis: protección temporal runs until 2027 in Spain and 2028 in the EU

Every state programme for Ukrainians in Spain is built on protección temporal status. In 2025 the Council of the EU unanimously extended the mechanism to 4 March 2027, and Spain implemented the extension by Orden INT/96/2026: permits and TIE cards already issued were extended automatically, with no separate application. Implementing Decision (EU) 2026/1912 of 30 July 2026 has since extended protection at EU level to 4 March 2028, but the Spanish order for 2028 has not been published yet. The status gives you the right to live and work in the country, use the public health service and send your children to school.

If you have only just arrived or have not yet obtained the status, start there: without the protección temporal resolution and a NIE, most of the programmes described below are out of reach. The state grants the status itself free of charge at a CREADE centre, usually within about a day. Since 5 August 2026 new applicants are granted protection only if they have fulfilled their military service obligations in Ukraine; it is up to the applicant to prove it (an exit stamp in the passport or a verifiable document, for example an extract from Reserve+), and practice varies from province to province. This does not apply to people whose protection in Spain had been in force continuously on 4 August 2026. How the status works and how to move from it to a full residence permit is covered in our separate article on temporary protection in 2026.

One important caveat: the amounts and conditions of these programmes are revised regularly. Everything below is a 2026 benchmark, with links to the official sources where you should check the current figures.

The reception programme (acogida): the first months

Initial assistance is the responsibility of the Ministerio de Inclusion, Seguridad Social y Migraciones, through the state reception system. The official portal for Ukrainians is ucraniaurgente.inclusion.gob.es. The system includes:

  • Reception and orientation centres (CREADE) in Madrid, Barcelona, Alicante and Malaga: processing the status, advice and referral to accommodation.
  • Temporary accommodation for those with nowhere to live: reception centres and housing programmes covering meals and basic needs.
  • The integration phase: Spanish courses, help finding work and support from social workers. The programme is designed for a limited period (the basic phases last months, not years) and is built around moving towards independence.

You can enter the programme through CREADE, the state helpline on 060 or the partner organisations described below. Priority goes to families with children and to vulnerable categories, and availability depends on the region.

IMV: the state minimum income

Ingreso Minimo Vital (IMV) is a nationwide benefit that brings a household's income up to a guaranteed minimum. It is administered by the INSS (Seguridad Social), and you apply online at seg-social.es or by appointment.

Benchmarks for 2026:

HouseholdGuaranteed income (benchmark)
A single adultaround 733 euro a month
An adult with one childroughly a third above the base
Two adults with childrenon a scale, with a supplement for each family member

The key conditions: being 23 or over (with exceptions), living lawfully in Spain, having income and assets below the thresholds for the reference period, and registering as a jobseeker if you are able to work. IMV tops up the difference: if you earn less than the guaranteed level, the benefit covers the rest. The exact scales and the calculator are only on the official Seguridad Social site.

A practical point: IMV is often refused on formalities - a padrón that does not match the actual household, incomplete income data, or missing translated documents. Preparing the application carefully saves months of correspondence.

SEPE benefits: if you have already worked in Spain

Protección temporal status lets you work from day one, which means building up contributions (cotización) that unlock the unemployment protection system through SEPE:

  • Prestacion contributiva - contributory unemployment benefit: the basic requirement is at least 360 days of contributions in the last 6 years, and the amount is tied to your contribution base.
  • Subsidio por desempleo - assistance for those who lack the contributions for the contributory benefit or whose entitlement has run out, subject to the income conditions.

In both cases the compulsory first step is registering as a jobseeker (demandante de empleo) with your region's employment service and filing the claim with SEPE within the set period after leaving your job. The conditions and amounts are at sepe.es.

Regions and NGOs: the regional layer of support

Beyond the national programmes, every region and the larger non-profits run their own layer of support:

  • Regional rentas minimas - regional minimum income top-ups with their own scales (for example the renta valenciana de inclusion in the Valencian Community). They are usually incompatible or only partly compatible with IMV, which is checked when you apply.
  • School support: canteen grants (beca comedor), textbooks and transport, arranged through the school and the education department.
  • Cruz Roja (the Red Cross) - reception programmes, food and material aid, language courses and help finding work.
  • ACCEM and CEAR - operators of the state reception system: legal advice on protection, accommodation and integration programmes.

A good strategy is not to rely on rumours from group chats but to check your situation against all three levels: the state (IMV, SEPE), the region (renta minima, school subsidies) and the NGOs (fast practical help).

How to apply for support and avoid common refusal reasons

General rules that save time across every programme:

  1. The padrón is the foundation. The people registered at the address must match the household you declare: a mismatch is the leading cause of refusals for IMV and regional rentas.
  2. Translated documents. Ukrainian certificates (birth, marriage) are submitted with a sworn translation, and having a set prepared in advance speeds up any application.
  3. Digital access. A certificado digital or Cl@ve lets you file applications and track their status online, without hunting for an appointment.
  4. Deadlines and notifications. The authorities request additional information with short response windows: miss the letter and the application is closed. Check your post and your electronic notifications.
  5. Do not rely on second-hand accounts from group chats. The conditions change, and the only reliable source is the official portals listed at the end of this article.

Frequently asked questions

In Spain protección temporal and TIE cards already issued have been extended automatically to 4 March 2027 by Orden INT/96/2026, so there is nothing to file separately. At EU level protection has been extended to 4 March 2028, but the Spanish order for 2028 has not been published yet, so watch for official announcements.

The 2026 benchmark is around 733 euro a month of guaranteed income for an adult living alone; for families the figure is higher and depends on the household. IMV pays the difference between the guaranteed level and your income, so the final amount is individual. The exact scales are at seg-social.es.

Yes. IMV is designed as a top-up to a minimum level: if your earnings are low the benefit is recalculated rather than automatically cancelled. The key condition is that the household's income and assets for the reference period are below the set thresholds and that the data is filed correctly.

No. There are no automatic cash payments "for holding the status" in Spain. Support is means-tested: the reception programme covers housing and basic needs in the first phase, while cash benefits (IMV, SEPE payments, regional rentas) are granted against conditions - income, contributions and household composition.

The official entry point is the Ministry of Inclusion's Ucrania Urgente portal and the CREADE reception centres. Practical support on the ground comes from Cruz Roja, ACCEM and CEAR: reception, advice, language courses and help with documents. The general government helpline runs on 060.
