Certificado digital and Cl@ve: the digital key to every Spanish public service
While some people spend months hunting for a cita previa, others file documents with Extranjería, the tax office and social security from home in ten minutes. The difference is one file: the certificado digital. Here is how to get the FNMT electronic certificate and the Cl@ve system, what exactly they unlock, and which mistakes leave people locked out at the worst possible moment.
- The FNMT certificado digital is a free electronic certificate valid for 4 years: identification plus a full legal signature in any sede electronica.
- Getting it: an application on sede.fnmt.gob.es, identity confirmation in person (by appointment) or by video identification, then installation and a backup copy.
- Cl@ve is an alternative code-based login system: a 10-minute PIN or a permanent password; registration is at clave.gob.es.
- These keys unlock the tax office, Seguridad Social, Extranjería, DGT, SEPE and town halls - many procedures need no cita previa at all.
- The main mistake is not exporting the certificate: lose the device and everything has to be done again.
Why you need a digital key
Spanish bureaucracy exists in two parallel worlds. In the first: appointments months away, queues outside comisarias and lost working days. In the second, all the same things are done online: applications to Extranjería, tax returns, contribution records, certificates, appealing fines, the padrón. The second world opens only with electronic identification.
The state recognises several tools: the certificado digital (electronic certificate), the Cl@ve system and the electronic DNI (for citizens). For a foreigner with an NIE the realistic choice is the certificate and Cl@ve, and it is best to get both: the certificate as your main working tool, Cl@ve as a backup entrance from your smartphone.
The practical effect shows immediately: what takes weeks through a cita previa is solved in an evening with a certificate. And for autónomo and business owners, electronic notifications from the authorities are an outright obligation - without a certificate you simply cannot read them.
What the FNMT certificado digital is
The certificado digital de persona fisica is a file issued by the state mint FNMT-RCM (Fabrica Nacional de Moneda y Timbre). It is installed in your browser or system store and performs two functions:
- identification - government websites recognise you without logins and passwords;
- electronic signature - documents signed with the certificate are legally equal to those signed by hand.
Key characteristics: the certificate is free, valid for 4 years, issued to the person (not the device) and tied to your NIE. The same certificate can be installed on several devices by exporting and importing the file.
How to get the certificate: 4 steps
- Preparation. On sede.fnmt.gob.es download the official FNMT configurator program, and make the application from the same device and browser where you will finish the process.
- The online application. In the section "Obtener certificado de persona fisica" enter your NIE, surname and e-mail - the codigo de solicitud (application code) arrives by e-mail.
- Identity confirmation (acreditacion). Two routes:
- in person - by appointment at an accreditation office: the tax office (AEAT), Seguridad Social and other locations from the official list. Bring: passport, TIE or NIE certificate, and the application code. Free;
- by video - video identification on the FNMT website without a visit: the check takes roughly up to 48 working hours and costs about 3 euro with taxes.
- Installation and a copy. Once confirmed, download the certificate to the same device you applied from, and immediately make an export with the private key (a .p12/.pfx file with a password) - your insurance and the way to move the key to your phone or a second computer.
The classic mistake: applying in one browser and downloading the certificate in another - the process has to start over. The second most common slip is mismatched data: the name in the application must match the document letter for letter.
Cl@ve: PIN and Permanente
Cl@ve is the state platform for logging into administration websites (portal clave.gob.es). It has two modes:
- Cl@ve PIN - a one-off code valid for a few minutes, requested through the Cl@ve app. Handy for occasional operations.
- Cl@ve Permanente - a permanent password plus SMS confirmation. Suited to regular work, for example with Seguridad Social.
You can register in the system in several ways:
- online with a certificado digital - instant, the highest registration level;
- by video call - through the official registration service;
- by requesting an invitation letter (carta de invitacion) posted to your registered address, then activating it with the code;
- in person - at registration offices (AEAT, Seguridad Social, SEPE and others).
An important nuance: registration by letter or video counts as the basic level - some operations (certain signatures, for example) require registration with personal attendance or a certificate. That is why the certificate plus Cl@ve combination covers everything.
What these keys unlock
| Agency | What is available online |
|---|---|
| Tax office (AEAT) | Returns (Renta, IVA), certificates of no debts, notifications, appeals |
| Seguridad Social | Vida laboral, contribution certificates, IMV, registering autónomo changes |
| Extranjería | Filing and renewing residence permits via Mercurio, file status, submitting extra documents |
| DGT | Fines, points, data exchange, duplicate documents |
| SEPE | Unemployment benefits, certificates, prestaciones |
| Ayuntamiento | Padrón and volante de empadronamiento without a visit (in most cities) |
| Ministry of Justice | Criminal record certificate, civil registry records |
A separate bonus is the Carpeta Ciudadana: a citizen's personal dashboard showing your files across every agency at once, including your residence status and notifications.
Common problems and how to avoid them
- No backup copy. A broken laptop means a lost certificate. Export the file with the key straight away and keep it somewhere safe.
- An expired certificate. Renewal (renovación) is available online during the final 60 days of validity. Miss it and you go through the procedure again.
- A new passport or NIE document. The certificate is tied to the NIE number: the number itself does not change, so things usually keep working, but if the name in your documents changes, the certificate is reissued.
- Browser quirks. Signing in some sedes requires the Autofirma program - install it in advance from the official administration portal.
- Handing the certificate to third parties. The file with the key is your signature. Do not send it to random helpers: any actions taken with it are legally yours.
How Krepko helps
Setting up the digital keys is a standard task we handle for clients in their first month after the move:
- We prepare the FNMT application, book the acreditacion or run the video identification, and help install the certificate and make a backup copy.
- We register you in Cl@ve and configure the pair so the tax office, Seguridad Social and Extranjería all work.
- From then on we use your access only with your knowledge, for specific procedures: filings, renewals, certificates - legally significant steps are performed by licensed specialists - lawyers, gestores, sworn translators.

Frequently asked questions
The FNMT certificate for individuals is free. Only video identification may carry a charge - benchmark around 3 euro with taxes. If you confirm your identity in person at an office (AEAT, Seguridad Social and other acreditacion locations), the procedure is entirely free.
The certificado digital is a certificate file installed on your device: it both identifies you and lets you sign documents, and it works in almost every sede electronica. Cl@ve is a code-based login system (a 10-minute PIN or a permanent password), convenient from a smartphone but with slightly narrower service coverage and no full signature in some procedures. The optimum is to have both.
No. For a foreigner the NIE is the foundation: the number must match the document you use for acreditacion (usually the TIE or a passport with the NIE certificate). If you do not have an NIE yet, that is arranged first, and the digital keys after.
Immediately after installation, export the certificate with its private key (a .p12/.pfx file with a password) - this copy can be moved to new devices. If there is no copy and the device is lost, the certificate is revoked (revocar) and a new one is issued with repeat identification.
The FNMT certificate for individuals is valid for 4 years. You can renew (renovar) it online during the 60 days before expiry without a new visit, provided your details have not changed. If it has fully expired, the procedure is done from scratch, with identification.
